USABLE LAPTOP ONLY ISSUE IS FIND MY MAC

Previous user iCloud account was removed by user prior to our taking possession.

We have an admin account seperate from the original account. We try to remove the old account via System Preferences / Users but the laptop asks for the password for the Apple ID of the old owner to "REMOVE FIND MY MY" before erasing account.

We cannot remove the account since we don't have that.

We have access to the user account but the Apple ID is NOT SIGNED IN. We cannot figure out why or how this is happening or a fix for the issue.

The laptop physical condition is fair to good. The biggest issue is the discoloration from the stickers that the previous owner applied to the lid. There are a couple of light dings along the edges. The screen is in good condition. NO CHARGER.
